Edward Barton’s property was near Carinda and consisted of 7172 acres.  As there was no house on the property ‘only a small one roomed hut’, he requested an advance from the Repatriation Department for labour and building materials.[1]

Barton was advised that an approved amount was available, ‘but only if the property was registered in his own name and any outstanding money to the vendor must be secured by way of a registered mortgage’.[2] As well he was advised that ‘no portion of the advance (could) be made available for the purpose of effecting permanent improvements.’[3]

As there was a delay in Barton receiving approval for his advance, he decided to borrow from a Bank.  His application for a State loan was consequently cancelled.
