Arthur Belling had a Soldier Settlement Block on Mates Estate, Tarcutta.[1] He obtained his Qualification Certificate in 1916. When applying for land, an ex-serviceman was required to complete a Qualification Certificate which was a declaration of his or her status as an ex-service person and eligibility for land. This Certificate was then presented to the Returned Soldiers’ Classification Committee and forwarded with the application to the Local Land Board for processing.
